the Answer should be interface level because when you enable RipNG on the interface it’ll automatically create a router-process level RIPNG
example :

THe Router still use ipv4 address as the R-iD ( read in the narbik ccie book, not remember correctly the pages)
F -> try it yourself. ( set loopback interface ipv4 and enable ipv6 on the interface don’t set the IPv6 GUA )
